Helke Seitz
Economist

I am an Economist at the OECD, currently work in the OECD Centre for Skills. My work focuses on understanding skills needs and benefits of investing in skills. In 2024, I contributed to the report of the 2nd Cycle of the Survey of Adult Skills, a key product of the Programme for the International Assessment of Adult Competencies (PIAAC), within the Directorate for Education and Skills (EDU).
My specialisation is on topics related to labour and development economics with a focus on education. I am also experienced in implementing and evaluating rigorous impact evaluations and primary data collection.
I previously worked at the German Institute for Economic Research (DIW Berlin) and I have working experience at the international level with the International Labour Organization (ILO) in the Philippines and conducted impact evaluations in Uganda. I received my PhD in Economics from Leibniz University Hannover.
